In an interview with Britain’s Sunday Times, Ophir Falk, chief foreign policy advisor to Netanyahu, said that it was “a deal we agreed to — it’s not a good deal but we dearly want the hostages released, all of them.”
There was an article like two weeks ago which claimed Israel actually did accept the deal, believing Hamas would reject it so they could use it as reason to start the Rafah invasion.
Except Hamas immediately accepted, which led to some cheering in Gaza, which quickly ended after Israel invaded Rafah anyway.
I think the source was some anonymous officials invovled with brokering the negotiation, so it might be true.
